About
The Mizoram Ground Water Authority (MGWA), established under Section 3 of The Mizoram Ground Water (Control and Regulation) Act, 2023, is a statutory body constituted by the State Government to regulate, control, and manages the development and utilization of ground water across Mizoram.
The Authority is chaired by the Secretary of the Public Health Engineering Department (PHED), with the Engineer-in-Chief of the same department serving as the Member Secretary. The members of the Authority include representatives from key state departments.
Functioning as a body corporate with perpetual succession and the power to acquire and dispose of property, the MGWA is empowered to monitor ground water extraction, inspect wells, enforce compliance, impose penalties, and protect recharge zones. It advises the State Government on ground water policy, conservation, and pollution control, and can recommend the declaration of “Notified Areas” where ground water use is restricted to prevent over-exploitation.
The Authority also coordinates between departments and agencies involved in water management, ensures sustainable ground water development, and promotes artificial recharge, rainwater harvesting, and spring protection throughout the state.
